A four-year letterwinner, Williams was the starting quarterback for four years at JMU, becoming the starter midway through his redshirt-freshman season. He led JMU to the 1991 NCAA Quarterfinals and a 9-4 record overall that season, accounting for 30 touchdowns (11 rushing, 19 passing) that season. In 1991, he compiled 475 rushing yards and 1,914 passing yards while leading Madison to double-overtime win over Delaware in the first round of the NCAA Playoffs. In his career, he is the all-time leader in total offense (combined passing & rushing yards) with 7,678 yards, rushing touchdowns with 32 and combined rushing/passing touchdowns with 72. He also ranks third on the Dukes' career passing yards list with 5,356 and touchdown passes list with 40, while ranking fourth on the all-time scoring chart with 204 points.
